Capsicum with crinkly skin, India

March 2017. The attached photo is of capsicum which has been grown in a polyhouse. When the crop was harvested the buyer refused to buy the crop as the skin is crinkled and soft (unlike healthy capsicum). An infection is suspected, so much so that the fruit are not fit for sale. The farmer is confused and fears great loss as there is almost 200kg of fruit. It does not seem that there is a disease. Does anyone have any ideas on the cause.
Unfortunately, there was no response from members.
Editor: are these not dehydrated. What happens if you water them?! Perhaps the polyhouse is too hot?
