It seems to be an infestation of mites, possibily any one of a number of Tetranychus spp. For those interested in Tetranychus identification, Queensland Museum has an open-access paper published in Zootaxa that will likely identify every common Tetranychus in the central to eastern Indo-Pacific region. A good microscope will be needed, plus some acarology!
